Tracking Progress
All stakeholders must be able to assess the results of the actions and commitments being undertaken in support of achieving Sustainable Energy For All (SE4ALL). Tracking progress towards the initiative's three objectives will clarify where the initiative stands, how much remains to be accomplished, how various actions are contributing, and where more action is needed.
At the global level, disparate analyses will be assembled and consolidated to assess the reach of energy access, the share of renewables, and the rate of improvement of energy efficiency to assess whether the world is on track to achieve the objectives of Sustainable Energy for All.
A Sustainable Energy for All Global Tracking Framework is currently being drafted under the auspices of a SE4ALL Steering Group on Global Tracking. The Steering Group is co-led by the World Bank/ESMAP and the International Energy Agency and comprises Global Alliance for Clean Cookstoves, IIASA, IPEEC, IRENA, Practical Action, REN21, UN Energy, UN Foundation, UNDP, UNEP, UNIDO, World Energy Council, World Health Organization.
In November 2012, the Steering Group launched the first round of consultations on the Global Tracking Framework, focused principally on methodology. A digest of comments submitted during the consultation and summary of the response of the authors is available here.
At the level of individual commitments and high-impact opportunities, milestones are needed to keep track of their progress. Such monitoring will help to prompt ongoing dialogue and renew debate about the pace and scale of change. It will also provide a basis for regularly updating the Action Agenda that guides the initiative, which is very much a living and evolving document, and ensuring the initiative remain relevant to addressing the changing needs at the national and global levels.
